After the break up of the Soviet Union and Georgia's independence, a new conflict arose between Georgia and its western region Abkhazia. The western province has since stood at a complete stand still since the early 1990's rendering the region empty and without an economy. During this present conflict crime has been minimal but punishment for youth misdemeanors severe. Adolescents can spend up to one year in prison before trial for stealing a mobile phone. Georgian prisons have always been notorious for being some of the worst within the former Soviet Union. Meanwhile in the eastern part of the country thousands of persons were internally displaced and forced to live as refugees. Families with economic and substance abuse problems were forced to leave their children in "economic" orphanages and children shelters to avoid the growing problem of homeless children. Some live in orphanages where some of the children were abandoned due to mental illnesses.
